eHealth Systems Africa develops a variety of tools using AngularJS and CouchDB that are be used to manage outbreak response, vaccine inventory, to organize transport of health commodities, monitor vaccine usage and provide reporting to government and donor partners.
Job Title: GIS Manager
Job Location: Kano
IMPORTANT:
- Position is based in Kano, Nigeria
- Master’s Degree in GIS, Geography, Surveying, or related field is required
- Minimum of five (5) years GIS experience.
- Travel, housing, health insurance, security, utilities will be provided upon relocation to Kano, Nigeria
Summary:
- The GIS Manager oversees, supervises, and coordinates all aspects of eHA’s Geographic Information System (GIS) activities and operations; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex staff assistance to management. S/he develops and maintains the long-term GIS vision and strategies through implementation and execution of projects and ensures support of the overall organizational goals. May serve as a member of the eHealth Board of Directors.
Essential Duties and Responsibilities:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned
- Oversees all functions of the GIS department, including technical development and project management.
- Develops and maintains the GIS Strategic Plan
- Determines and manages budgetary requirements and provides long-range planning for overall agency GIS.
- Prepares, maintains and monitors the GIS budget.
- Prepares reports on department operations, activities, and expenditures.
- Develops and implements department services, policies, procedures and strategies.
- Implements standards and procedures for GIS database maintenance and administration.
- Writes and maintains internal manuals, training materials and systems documentation, as well as publicly available map resources.
- Leads internal and external eHA partnership relationships for GIS.
- Consults with eHA departments in the development of their GIS plans, goals and objectives. Interfaces with eHA departments, external agencies and/or partners to ascertain future GIS projects and to provide GIS-related technical guidance and assistance.
- Serves as a liaison with GIS vendors for the proper acquisition, installation, operation and maintenance of GIS-related resources.
- Ensures eHA’s access and availability to expert external consultants.
- Provides direct technical support and manages development for GIS software packages. .
- Drives the GIS department forward.
- Leads new business development and enhances department /organisation reputation. Contributes to the growth of the GIS practices in eHA.
- Evaluates the functionality of systems, keeps up-to-date with new technology and investigates new applications.
- Attends and participates in professional associations, meetings, seminars, conferences and trainings to stay abreast of new trends and innovations in the field of GIS technology.
- Educates and mentors new GIS users.
- Performs any other duties assigned by Management.
- May frequently travel between company worksites.

Supervisory Responsibilities:
- Carries out supervisory responsibilities in accordance with the organisation's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supervises assigned Department Staff.
Qualifications:
- The requirements listed below are representative of the knowledge, skill and/or ability required to successfully perform this job.
Education/Experience
- Master’s Degree in GIS, Geography, Surveying, or related field is required
- Minimum of five (5) years GIS experience.
- Minimum of two (2) years supervisory experience preferably with a non-profit, non-governmental organisation (NGO), or an equivalent combination of education and experience.
- Significant and advanced GIS experience may substitute for the Master’s degree.
- Experience in the use of ArcGIS desktop, ArcGIS Online, enterprise geodatabases, and open source GIS software.
- Experience with project management, including planning, statements of work, budgets and scheduling.
- In-depth knowledge of GIS, databases, GIS principles, practices and techniques.
- Strong leadership skills with the ability to build effective teams, motivate others, delegate effectively, and make timely/quality decisions.
- Exemplary skills with leading and managing multi-disciplinary teams, as well as mentoring other team members.
- Excellent interpersonal communication skills, organisational skills and great attention to detail. Must be able to work as a leader and member of a team and possess good problem solving skills.
- Must possess the ability to organise, instruct and supervise staff while promoting group effort and achievement.
- Must have the ability to manage conflicts and resolve problems effectively.
- Good learning ability.
- Action oriented and resilient in a fast-paced environment.
Certifications and Licenses
- GISP Certification through GIS Certification Institute is preferred
Computer Skills
- Advanced computer skills, including Microsoft Windows and Microsoft Office Suite. Proficiency working within specialized software utilized in program.
- Experience with open source GIS software (both desktop and server) and ESRI software(specifically the ArcGIS desktop suite, including extensions, and ArcGIS Online).
Language Ability
- English is the spoken and written language.
- Ability to read, analyze and interpret general business periodicals, professional journals, or government regulations. Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, employees and the general public.
