POSITION : International Consultant on Mine Risk Education, P4

Purpose of the Assignment

  • To support UNICEF to develop and implement its mine risk education programme.
  • "Mines(s)" in these ToR may refer to all explosive devices designed to be victim-activated or vehicle-activated as well as Explosive Remnants of War (ERW).

Assignment Tasks:

  • Strengthen coordination on Mine Action and MRE at Federal and State level
  • Support UNICEF to mobilise resources for MRE and Victim Assistance and develop partnership strategy
  • Provide technical support and guidance for the USCDC/UNICEF assessment on mortality and injury as it relates to mines/ERW
  • Lead the development of MRE materials and a system to disseminate MRE programme, ensuring consistency with UNICEF WCARO and Nigeria+ country officers
  • Develop a strategy/plan of action an information management system for mine action and injury surveillance
  • Develop a concept for UNICEF's engagement on Victim Assistance as part of mine action

Expected Deliverables:

  • Attendance at monthly mine action working group meetings in Abuja and Borno convened
  • Resource mobilization strategy developed
  • Funding proposals for MRE and Victim Assistance developed
  • Facilitate a stakeholder workshop to develop a partnership strategy on MRE
  • Technical inputs for the data collection tools for the NE assessment
  • Technical review and inputs provided for the NE assessment

Qualifications of Successful Candidate
Education:

  • Masters/Post Graduate degree

Years of relevant experience:

  • Minimum of 12 years' experience in mine action including in mine risk education and victim assistance
  • Demonstrable experience of undertaking mine/explosive remnants of war risk assessments
  • Ability to work in teams
  • Fluency in English and excellent communication skills - both oral and written
