Nigeria SACE is a five-year program funded by the U.S. Agency for International Development (USAID), through a contract with Chemonics International. It aims to strengthen civil society's ability to influence the development and implementation of key democratic reforms at the national, state, and local levels. SACE will support increased engagement and efficacy of civil society to be able to influence public institutions whose function it is to serve citizens' interests. SACE explicitly aims to engage marginalized populations, such as women, youth, and the disabled in the process and emphasize the importance of leadership and innovation. In delivering on this work, the project approach builds on existing learning around effective Voice and Accountability work and capacity building that delivers results. The project adopted the use of the innovative and groundbreaking System for Transformation and Results (STAR) Methodology as well as a focus on Innovation. The project has already hired the role of a Capacity Building and Partnerships Advisor to provide prtrnarv interface with its sixteen core partners and over 200cluster members and collaborators.
Position : Monitoring and Evaluation Advisor
Job Descriptions
The project seeks to hire a Monitoring and Evaluation Advisor to be responsible for managing and further developing a
comprehensive and gender-sensitive M&E system for SACE and providing technical assistance to selected CSO partners on improving their internal monitoring and'evaluation practices. S/he will work with technical staff and our technical partners to oversee and refine performance-monitoring indicators and maintain databases and spreadsheets for M&E data collection as well as develop and implement robust knowledge management and records management systems. S/he will train staff and selected partners on M&E system operations, and collate and analyze data from technical staff and partners. The M&E Advisor will be responsible for overseeing the implementation of the performance monitoring plan as well as responding to USAID Nigeria and USAID Washington data requests. S/he may be asked to pilot new USAID Washington M&E initiatives, such as complexity aware monitoring approaches. S/he will also supervise third party impact assessments, lessons learned, and successes during project implementation. The M&E Advisor will serve as the SACE gender focal point and set up an M&E system that is able to assess the extent to which SACE interventions address gender issues. S/he will manage the M&E Manager.
Qualifications
The ideal candidate will have a bachelor's degree in a relevant field such as social sciences, international development, evaluation research, statistics or economics, and preferably have a relevant post-graduate qualification. S/he must have at least five (5) years of demonstrated experience in the successful monitoring and evaluation work, with experience of monitoring and evaluating governance work. With a strong analytical skillset (quantitative and qualitative), s/he will have sound M&E methodological experience with a good grasp of international development agency reporting processes and approaches in the context of development projects and of working with civil society organizations and networks, coalitions, alliances and/or clusters. The candidate will have a sound understanding of Gender and Social Inclusion as well as prior training skills. Sound IT skills with an ability to develop graphical information to aid understanding and interpretation is required. S/he must have excellent communication skills, including interpersonal and in written and oral English.
