Position : Gender Consultant

Objectives
The MSH’s LMS Program is a global five-year USAID funded Cooperative Agreement designed to develop leadership and management skills at all levels of health care organizations and programs to effectively address change and improve health outcomes in the areas of family planning, reproductive health, HIV/AIDS, infectious disease and maternal and child health.  In Nigeria, the LMS Program is implementing the Prevention organizational systems AIDS Care and Treatment Project (LMS ProACT) which is a PEPFAR funded associate award whose goal is to build the capacity of Nigeria’s public, private and community sectors for sustainable HIV/AIDS and TB prevention, control, care and treatment. The ProACT is a follow on to the AIDS Care and treatment (ACT) project which ended in August 2009. In addition to the previous focus on AIDS Care and Treatment, ProACT also focus on Prevention and Organizational Systems Strengthening.

The ProACT project currently supports 5 state governments of Niger, Kwara, Kebbi,  Sokoto and Zamfara to operate a total of 41 comprehensive HIV/AIDS  care and treatment centers that have enrolled about 28,551 clients into treatment and about 13,018 on care.

Mainstreaming gender into comprehensive HIV and AIDS programming is a critical step in comprehensive HIV response in the light of socio-cultural factors within our communities of intervention. To ensure that our interventions and programs are gender sensitive and respond adequately to gender imbalances, it becomes imperative to build the capacity of MSH technical staff, health facility and community service providers in mainstreaming gender into everyday activities.

Against this background, it becomes imperative to engage two experienced consultants to interact with ProACT team to understudy existing gender activities, technical staff and other service providers capacity to effectively mainstream gender and development of ProACT gender strategy document. The consultants will conduct interview sessions with staff at CO and field offices. This exercise will hold between the 2nd and 10th of November, 2015. Based on the needs identified through this exercise, the consultants will develop and share a training proposal tailored to address the identified gaps. Each consultant will interact with staff and other service providers on separate days.

Specific Responsibilities

To harness existing ProACT gender activities
To assess the capacity of technical staff and other service providers in mainstreaming gender into comprehensive HIV and AIDS programming.
To develop ProACT gender strategy document

Specific Tasks

Meet with ProACT Country Office Management Team to explain the purpose and expectation from the consultancy agreement
Conduct assessment of technical staff and other service providers capacity to mainstreaming gender into comprehensive HIV and AIDS programming
Develop gender strategy document
Develop gender training proposal

Deliverables:

Assessment report of technical staff and other service providers capacity to mainstream gender into HIV programming
Power Point  presentation to the Country Office team on assessment findings – 1 hour maximum
Gender strategy document
Gender mainstreaming training proposal

Targeted Participants for the Activity:

Select MSH staff
Select Health Facilities’ staff
Select grantee CSOs staff

Roles of PROACT:

Provide all the financial requirements – Accommodation (where applicable) and allowances
Provide logistics required for the conduct of the assessment
Provide support to consultants as required.

Qualifications

Minimum of MSc in Public Health, Social Work, Social Sciences, Gender Studies or other related discipline
Minimum of 5 years’ experience in gender interventions in relation to HIV/AIDS programming
Conversant with PEPFAR guidelines on mainstreaming gender into comprehensive HIV and AIDS response - gender norms and gender based violence (GBV) relating to HIV/AIDS programming
