International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of WASH Consultant in Nigeria.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. PROGRAM BACKGROUND
IMC started operations in Nigeria with a focus on building the capacity of local health system and communities and ensure the provision of quality, accessible health and nutrition care for children under five years. The Government of Nigeria declared a state of emergency (SoE) in Adamawa, Borno, and Yobe states in the northeastern part of the country in 2013. Since the SoE was declared, there has been a significant increase of internally displaced persons in the northeast, approximately 1.7 million to date in Borno state alone. International Medical Corps launched an emergency response in Northeast to address the needs of the affected populations since March 2015.
POSITION : WASH Consultant
JOB SUMMARY
Under the supervision of the Emergency Program Coordinator, the main purpose of this consultancy is to lead technical implementation of WASH programming in Maiduguri and identify and help address WASH technical skills gaps in National programme staff. Following the needs assessment conducted in February/ March 2015, and subsequent proposals submitted to ECHO and OFDA, IMC secured funding for emergency WASH and GBV programs targeting IDPs in informal settlements/ host families and formal settlements/ IDP camps in Maiduguri. The WASH consultant support will mainly consist of providing technical guidance for the WASH program team and also providing assistance to the Emergency Programme Coordinator in the recruitment of subsequent and coaching of a national WASH Program Manager , Strengthening networks with key WASH stakeholders in Borno state (Ministry of water resources, UNICEF, RUWASA, etc). The consultancy will last for 2 months - starting January 1st, 2016 until February 28, 2016.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Management
Provide technical guidance to the WASH team to ensure ECHO and OFDA WASH project targets are met within the required timelines
Provide on-the-job training to the National WASH team with regard to Global WASH standards and approaches for WASH in emergencies (both hardware and software), including the use of water quality testing equipment and procedures (eg. delaqua KIT, pool testers, etc)
Work with the Emergency Program Coordinator in the recruitment, training and mentoring of a competent national WASH Manager
Work with support departments (logistics and finance) to assess available contractors suitability to work with IMC in the execution of WASH infrastructures (atrine construction, water point drilling, borehole rehabilitation, etc), and also support the WASH team in developing sound BoQs to guide the whole procurement process.
Conduct technical evaluation for bidders on infrastructure work (latrines construction, water points drilling and borehole rehabilitation, etc….) and lead on the supervision and follow up of contractors on WASH infrastructures under ECHO and OFDA projects.
Mobilise and train community volunteers to support WASH/ hygiene promotion activities at community level
Train the new WASH Manager on relevant WASH in emergencies/ hygiene promotion approaches and ensure progressive transition of responsibilities in close coordination with Emergency Program Coordinator/ Field Coordinator.
Conduct any needed further assessment to new areas in Maiduguri or other areas of expansion
Contribute to reporting and further WASH proposals development as and when need arises
Oversee/supervise WASH program implementation (ECHO/OFDA)
Work with the national WASH Manager and/or the Emergency Program Coordinator to prepare donor visits, accompany any visitors (including donors) to see and appreciate program activities progress and achievements on the ground
Ensure the Emergency program Coordinator is fully updated on progress and any challenges for the WASH program in Maiduguri
Coordination
• Actively represent IMC in the WASH in emergencies sector working group in Maiduguri, and train the new WASH Manager to progressively take on the coordination responsibilities.
• Ensure IMC WASH interventions are coordinated with the relevant WASH stakeholders at Maiduguri and ensure that IMC plays a leading role in the WASH sector working group in Maiduguri/Borno
Representation
• Participate together with the new WASH Manager in relevant WASH forums
• Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
Deliverables:
National WASH Manager recruited, and training, coaching and development plan in place to take up overall management of the WASH program by February 20
A progress report on key WASH activities under the OFDA project , initial completion date is January 31, 2016 ( should provide an update WASH activities completion plan in case of expansion)
Training report on WASH in emergencies training for National WASH Manager and the WASH team ( at least one 2 days training completed by February 20) and one training for community volunteers on water quality monitoring ( samples taking, use of pool testers, and proper analysis- only IMC staff for the analysis)
Progress report on ECHO WASH project activities and an updated completion plan for activities by February 20 ( Project expected to round up by April 30, 2015)
Overall end of assignment report highlighting key achievements, WASH program challenges, and recommendations on the way forward for a strong WASH in emergencies program for IMC in Maiduguri, Borno State.
Line Management and reporting:
The consultant reports directly to the Emergency Program Coordinator, who is his/her direct line manager.
QUALIFICATIONS
Skills & Requirements:
At least 5 years’ experience as WASH sector lead with an international organization in emergency settings (international assignment)
BSC Engineering, masters preferred
Familiarity with key donors in humanitarian operations (OFDA, ECHO, FFP, BPRM…)
Strong assessment and report /proposal writing skills
Strong program management skills and ability to relate to and motivate local staff effectively
Strong coordination skills (familiar with UN/OCHA, UNICEF, ….and cluster system/sector working groups)
Capacity to interface with Finance and logistics on matters related to contractors selection, and also organizational and donor procedures compliance
Capacity to live and work a very insecure environment with limited amenities (Maiduguri, Borno State, North East Nigeria)
Ability to exercise sound judgment and make decisions independently
Extremely flexible, and have the ability to cope with stressful situations and frustrations
Creativity and the ability to work with limited resources
Team player and strong communication skills, both oral and written
Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
