John Snow, Inc. (JSI) is a US-based international public health consulting firm that manages projects/contracts in Nigeria through its integrated office in Abuja. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the US Presidents Emergency Plan for Aids Relief (PSPFAR). The purpose of the project is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed or the care and treatment of persons with HIV/AIDS and related infections.

JSI implements the USAID I DELIVER project, funded by the United States Agency for International Development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.

POSITION : District Health Information Software (DHIS) and Information Communication Technology (ICT) Advisor

Job Description

The District Health Information Software (DHIS) and Information Communication Technology (ICT) Advisor will provide technical leadership in strengthening health information systems and addressing gaps such as but not limited to logistics, software, hardware, and human resources.
S/he will work to ensure systems work efficiently to support evidence-based decision making in Nigeria.
This position will ensure the technical and methodological soundness of activities and, in collaboration with the Federal Ministry of Health, and partners, support the design of information systems.
The DHIS/ICT Advisor will support the Federal Government of Nigeria, to strengthen the HMIS nationally by supporting and operationalizing the District Health Information Software (DHIS2).
This will involve providing technical assistance to standardize DHIS roll-out and implementation processes including supporting the FMOH/DPRS to conduct training workshops to build the capacity of system users to use the system; developing standard operating procedures, guidelines and other resources to improve system use, developing processes and mechanisms to ensure data quality and use of information; and enhancing the data collection, reporting and use skills of staff at the sub-national and service delivery levels through mentoring and supportive supervision
The DHIS/ICT Advisor works closely with the Federal Ministry of Health, HISP/University of Oslo and other key stakeholders to set Information and Communication Technology (ICT) direction and provide technical assistance for the enhancement of DHIS platform and national capacity to collect, analyze and use health-related data for effective program management.
The DHIS/ICT Advisor will liaise closely with the MEASURE Evaluation/JSI technical and administrative staff based in both Abuja and Washington DC.
The DHIS/ICT Advisor will be supervised by the JSI Country Lead for Nigeria based in Washington D.C.

Responsibilities

Provide technical and administrative support to Department of Planning Research and Statistics, HISP/University of Oslo in Nigeria on HMIS at the national and sub-national levels.
Increase the availability and use of data through the development of automated reports and graphs and other improvements to HMIS.
Ensure that all systems incorporate mechanisms to improve the completeness, timeliness, and accuracy of data.
Expand existing systems including integrating community-based information system requirements into DHIS
Facilitate the development of data exchange protocol and guidelines between NDHIS-2 and other available health sector information in order to have interlinked within the system e.g ensure data exchange between NDHIS-2 and DATIM.
Provide technical assistance to the DPRS to facilitate increase in reporting rate among the facilities in the USG priority states.
Oversee activities to increase system interoperability among subsystem within the health sector
Develop documentation and training on implemented and expanded systems.
Support Ministry of Health at the national and sub-national level to provide needs-based HMIS training.
Ensure accurate and timely submission of all required technical reporting and deliverables for the DHIS component of the project.
Perform other duties as assigned.

Qualifications

Advanced university degree, preferably with specializing in informatics and/or computer science.
Five years of first-hand experience in introduction or strengthening of HMIS and capacity building.
High-level computer skills including proficiency with Access, Visual Basic for Applications (VBA), SQL, HTML, and/or Java Framework and tools.
In-depth knowledge of electronic medical record, aggregate data (e.g. DHIS2), and other systems used to collect, manage, report, and utilize data.
Sound computer literacy and IT knowledge with experience in word processing, spreadsheets, databases, statistical analysis software such as SPSS, SAS, STATA or EPI-Info;
M&E/HMIS experiences in HIV, TB and Malaria programs in Nigeria are desirable.
Ability to coach, mentor and develop technical capacity in Ministry of Health and other stakeholder staff.
Ability to synthesize information and utilize different communication approaches to disseminate and utilize that information for improvement.
Experience working with US Government or other bi-lateral donors, as well as experience in working with senior government officials.
Experience working in HIV/AIDS field in sub-Saharan Africa, especially Nigeria, strongly preferred.
Strong familiarity with US Government reporting requirements, including PEPFAR MER, DATIM.
Excellent written and verbal communication skills in English.
