VACANCY
The Global Fund is a public-private partnership and international financing institution dedicated to attracting
and disbursing additional resources to prevent and treat HIV and AIDS, tuberculosis and malaria. The Global
Fund Project is based on the concepts of country ownership and performance-based funding, which
helps implement programs based on the country’s priorities.
We are seeking for qualified candidates for one of our client having an assignment with The Global Fund, to
fill the vacant positions below;
POSITION : Senior Financial Management Specialist
S/he will be working with the Principal Recipients and Sub-Recipients of the Global Fund. S/he will ensure
effective and optimal utilisation and allocation of financial resources to the different organisations, which
entails finance, record, and expenditure management.
Responsibilities
• Assist in the implementation of procedures for financial management, accounting and reporting
• Ensure protection of financial management activities from fraud, waste and misuse
• Liaise with auditors to ensure annual monitoring is carried out effectively
• Oversee the enhancement and maintenance of accounting softwares and chart of accounts
• Periodic preparation of financial reports for submission to designated recipients
• Ensure all internal control procedures and systems of accountability are effectively followed in
compliance to best practice
• Support the Group Leader to maintain an effective accounting system, which entails voucher
definitions, vendor database, foreign exchange, payment control etc.
• Propose policies and procedures related to restricted funds for review and implementation
• Evaluate the financial performance of stakeholders and capacity to ensure sustainability
• Evaluate financial projections, income statements and balance sheets of strategic stakeholders
• Identify gaps in the knowledge of team members and to put in place capacity development systems
and processes to ensure the team operates as a unit
• Evaluate the overall performance of projects and the executing agency to determine the project’s
financial viability and sustainability
• Assist in the analysis of the audited financial statements of the executing agency
• Identify high quality financial management reporting service with a focus on trends, risks and
opportunities, which will be communicated to other team members
• Interpret accounting guidance and decisions in regards to accounting and funding mechanisms.
• Engage in benchmarking studies to establish areas of potential accounting and financial improvement
in the project
• Monitor capital budgeting based on economic and financial constraint analysis
• Ensure adherence to finance and accounting best practice at all levels
Knowledge, skills & experience
• Excellent written and communication skills
• Proven ability to develop staff and provide training on systems and procedures
• Committed team player and ability to work within a multicultural team
• Strong proficiency in major accounting softwares
• Strong computer skills in Microsoft packages, including Excel, Word, and Outlook
• Ability to manage and prioritize a varied workload in a dynamic work environment
• Previous work experience in the health sector will be a plus
Minimum Requirement
• B.Sc degree in Accounting, Financial Management or any other relevant field of study
• ICAN, ACCA and other relevant professional qualification is desired.
• Minimum of 10 years relevant experience
Financial Specialist
Job Location - Abuja
The position holder will be responsible for conducting complex accounting work. S/he will ensure best
financial management practice in the organisation/s of the principal recipients and sub-recipients of the
Global Fund.
Responsibilities
• Evaluate and prepare financial reports and schedules
• Assist in the analysis of the audited financial statements of the executing agency
• Research, compile and prepare data for financial studies of the project and executing agency,
including financial standing, fiscal responsibility, compatibility, and potential for long range
commitment.
• Identify trends in financial performance and provide recommendations for improvement
• Coordinate with other members of the finance team to review financial information and forecasts
• Carry out financial analysis at multiple complex levels that includes; rate of return, budgeting, cost
analysis, bid, job analysis as well as financial and expense performance comparisons
• Build financial models to support the team in decisions regarding scenario analysis and cost
structures.
• Analyse and recommend improvements, adaptation, or revisions to the accounting system and
accompanying procedures
• Assist in planning accounting and administrative support work procedures.
