U.S. Agency for International Development (USAID) - SACE is a five-year project funded by the U.S. Agency for International Development (USAID) through a contract with Chemonics International. It aims to strengthen civil society to influence the development and implementation of key democratic reforms at the national, state, and local levels in Nigeria. 

SACE supports both CSOs’ increased capacity to engage and influence public institutions on key issues using the innovative STAR methodology as well as their ability to strengthen public awareness and support for reform. SACE explicitly aims to engage marginalized populations, such as women, youth, and people with disabilities.

POSITION : Deputy Chief of Party (DCOP)

Job Description

  • The Deputy Chief of Party (DCOP) is responsible for day-to-day programming management and oversight in regular collaboration with the Chief of Party (COP) and in coordination with the Finance and Administration Manager.
  • This responsibility includes technical oversight of local grantees, subcontractors, and short-term consultants, and ensuring that technical operations are in compliance with USAID regulations
  • As the technical lead for SACE, the OCOP directly supervises the project’s programming team and works closely with the operations team and cross-cutting support groups to ensure that project activities are of high quality and respond to the needs of USAID and civil society partners.
  • He/she serves as the principal point of contact in Nigeria for procedural and substantive matters in the absence of the COP.

Qualifications
 The idea candidate will possess the following qualifications:

  • Master’s degree in a relevant field such as Social Sciences, Law, and Development Studies etc. However 5 additional years of relevant international development experience can be substituted for the master’s degree.
  • At least 7 years of demonstrated experience in the successful implementation of international development activities, with preference given to democracy and governance activities under a U.S. government contract instrument - 3 years of which shall have been in senior program management including direct supervision of professional and support staff.
  • An in-depth understanding of governance programming, the role of civil society in development and demonstrated capabilities in institutional capacity development, high-level strategic visioning, and leadership and experience in civil society organization and networks/coalition strengthening.
  • Prior experience in policy advocacy, government monitoring and oversight, capacity development, campaigns and public awareness work, as well as in governance innovations.
  • Experience in awarding and managing grants to local organizations to promote democracy and governance goals.
  • Excellent communication skills, including interpersonal and in written English.
