POSITION : Senior Programme Assistant (Education ), GS 7

Purpose of the Post

  • Under general supervision of the Chief, Education, performs a variety of review/revision, and information gathering, monitoring, technical and administrative services of moderate complexity and difficulty and importance, in support of Basic Education programme activities.

Major Duties and Responsibilities
30%:

  • Arranges for the review, recording and administrative processing of government requests for assistance in SAP/VISION and follow-up of process.
  • Follow-up on timely processing and retirement of Cash Assistance to partners.

20%:

  • Monitors project/programme activities by reviewing a variety of records, including control plans, progress reports, project inputs, budgets and financial expenditures.
  • Prepare periodic report required for programme management and monitoring.  Contributes to the preparation of status and progress reports by collecting, organizing and providing information, preparing tables and drafting selected sections of it.
  • Prepares background material for use in discussions and briefing sessions for planning and management.

10%:

  • Assists in the identification and formulation of development co-operation programmes and projects and participates in the preparation of draft proposals and donor reports as well as project documents.

  • Maintains, processes and analyses information on subject matters relevant to the SECC Section and on external assistance provided to the country by main sectors.
  • Collects, registers and maintains information on project activities by reviewing reports and through first-hand sources.

10%:

  • Performs oversight functions pertaining to logistic arrangement for workshops including liaising with participants/facilitators etc., on travels, visas, reservations and claims.

10%:

  • Assist in the preparation of Rolling Work Plan (RWP) and quarterly work and travel plans and achievement report. Draft relevant sections (implementation status) of donor, annual and other reports as required by field, Country, Regional office and/or NYHQ.
  • Performs other duties, as required. May be required to carry out specific administrative operational/control tasks for project/programme activities.

Requirements
Education:

  • Completion of Secondary education, preferably University degree in any of the Social Sciences. A strong Finance background/experience highly desirable.

Work Experience:

  • Minimum seven (7) years' experience on progressively responsible programme co-ordination and administrative work, of which at least two years are closely related to support and management of programme activities.)

Languages:

  • (Indicate the language requirements.)Fluency in oral and written English. of the organisation would be desirable.
  • Very good knowledge of the local language and one working language

Competencies:

  • Proficient use of VISION and computers necessary with database management.
  • Good analytical and presentation skills.
  • Good Internet/Intranet research skills.
  • Good communication and drafting skills
  • Ability to coordinate and good time management
  • Very good communications, analytical, organising and negotiating skills.
  • Very good knowledge of computer applications.
  • Good interpersonal skills.
  • Ability to produce clear and concise reports.
  • Knowledge of UNICEF procedures/policies an added advantage
  • Ability to work harmoniously in an international and multicultural setting.
