ICAP - A global health leader In partnership with the Centers for Disease Control and Prevention (CDC), ICAP conducts Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA defines the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIA data.

POSITION : Communications and Community Mobilization Technical Lead

Description

Under the supervision of the Project Director (PD), The Communications and Community Mobilization Technical Lead will be responsible for coordinating the overall implementation of community-based activities and developing content for and implementing the communications strategy for the PHIA Nigeria project (NPHIA).

Responsibilities
Community Mobilization:

  • Lead the development of criteria and scopes of work for identification and recruitment of community mobilizers (CM).
  • Establish the supervision and monitoring plan for implementing partner-led community mobilization procedures and activities prior to a survey team entering an Enumeration Area (EA), during survey data collection, and after survey teams depart from the EA
  • Develop CM materials in concert with other stakeholders, that are consistent with the national policy framework. Develop SOPs and tools for community entry procedures, community level sensitization, survey team feedback and responses to community reactions

Communications:

  • Ensure compliance with established branding strategy, correct logo placement, and donor and partner recognition on all communications.
  • Work with local stakeholders to develop, write, lay out, produce and distribute a range of key communications materials
  • Lead an effective media engagement strategy, including writing and distributing press releases, feature articles, opinion pieces, and similar materials.
  • Coordinate and ensure implementation of project and survey communication strategy, including communications at national, provincial, district and community levels including community mobilization.
  • Ensure that implementing partners establish CM activities consistent with the technical and branding requirements established by ICAP and CDC
  • Adapt NPHIA messages to the local context and ensure they are translated into local languages

 Skills

  • 5 years of experience working on public health projects either in the headquarters of an international organization or in resource-limited settings in the field.
  • 3 years’ work experience in community development and or community mobilization position
  • Experience in the use of community participatory methodologies in health promotion
  • Experience in training, advocacy for change and ability to influence behavior
  • Knowledge of current social, economic, and public health issues related to STD and HIV.
  • Leadership, management, communication, inter‐personal, decision‐making and analytical skills
  • Fluent English oral and written communication skills; ability to interact professionally in English.
  • Excellent writing ability, strong interpersonal, group facilitation and oral presentation skills
  • Experience in Sub-Saharan Africa, preferably in Nigeria
  • Experience implementing communications for a public health program or campaign
  • Formal training in Community Development or Social Work
