POSITION : Midwife Maternity Manager (M/F) - Jahun project
Description
In Jigawa State in Nigeria, maternal mortality remains high at an estimated 1,000 maternal deaths per 100,000 life birth as a result of poor access to healthcare services, high level of illiteracy, poverty (cost of health services can represent around 64.6% per cent of household budgets), socio-cultural practices.
Healthcare facilities are inadequate, and in many communities, lacking. Moreover, there is gender disparity in access to education and women constitute the greater proportion of the population living below poverty.
In addition, it is estimated that up to 400,000 Nigerian women live with obstetric fistula, often leading to social exclusion.
MSF is the only project in Jigawa offering free of charge access to obstetric services. Jahun project opened in 2008 and is now one of the biggest obstetric projects within OCP.
Objectives of the Project are:
- Reducing maternal and neonatal mortality by providing quality emergency obstetrics and neonatal care
- Reducing suffering of VVF patient by provision of free surgical and non-surgical treatments for obstetrics fistula.
- Supporting identified Ministry of Health (MoH) primary healthcare facilities to provide quality basic obstetrics services to the target population.
Functional and Hierarchical Links
- The Midwife Maternity Manager is responsible for defining, coordinating, monitoring all midwife and maternity related activities in Jahun project, according to MSF policies, protocols and standards in order to provide a high quality Mother and Child Health (MCH) care to the population.
- The Midwife Maternity Manager supervises two national Midwife Supervisors and an international Midwife trainer.
- S/He works closely with other members of the project: head nurse, medical activity manager, pharmacy manager, logistics manager and financial and HR manager.
- S/He reports to the Project Medical Referent and Medical Coordinator at Abuja level. Technical support is also provided by the medical referents from Medical department in Head Quarters (Desk Medical doctor remains informed).
Mission
- Together with the medical team, reinforcing basic principles of good patient care, including but not limited to: universal precautions for infection control, rational drug use, principles of confidentiality and medical ethics.
- Collaborating with MoH in management of MoH staff within the department, management of the vaccinators, and roster management of MoH staff with an emphasis on capacity building.
- Being responsible for ensuring adherence to MSF/MoH guidelines and protocols within the department (in close collaboration with Project Medical Referent).
- Ensuring monitoring of the medical supply for the maternity units (internal requests, biweekly supply for units, training room, etc.).
- Ensuring recording, collection and analysis of all data related to reproductive health according to MSF standards and compile monthly activity reports for the department (statistics, narrative, planning) together with national midwives supervisors.
- Planning, organizing and ensuring the implementation and supervision, in close collaboration with other medical staff, all Sexual and Reproductive Health activities. Participating in the definition and update of annual project planning and budget.
- Managing midwifes and maternity staff of the project. Planning and supervising the associated HR processes (recruitment, training, performance evaluation) in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required. Supporting national maternity supervisors in their tasks being hands off as much as possible.
- Coordinating and monitoring the training program of maternity national staff and MoH staff. Support MSF national staff in delivering training/health education independently to counterparts/community.

Position's Specificities
Professional Skills:
Education:
- Midwifery recognized qualification essential. Tropical medicine training desirable.
Experience:
- 2 years’ experience minimum as a midwife including demonstrated experience managing high risk pregnancies and complicated deliveries are required. Having worked in MSF or other NGOs in developing countries and proven experience in management are compulsory.
- Willingness to provide care in line with Médecins Sans Frontières policy and protocols in relation to women's health, including Termination of Pregnancy policy, is essential.
Language:
- English spoken and written: very good level.
Knowledge:
- Computer literacy (word, excel and internet).
