Job Title: NPO - Surveillance

Objectives of the Programme

  • To establish AFP surveillance for monitoring wild poliovirus transmission
  • To interrupt wild poliovirus transmission and achieve polio eradication in Nigeria
  • To strengthen routine immunization and reduce morbidity and mortality from vaccine preventable diseases
  • To achieve accelerated disease control through supplemental activities e.g. measles SIAs;To strengthen integrated disease surveillance and response (IDSR).

Description of Duties

  • Establish a reporting network to strengthen AFP surveillance
  • Provide technical support in planning, implementation, monitoring and evaluation of supplemental immunization activities (e.g. polio, measles etc.) to improve quality
  • Provide technical support in planning, implementation and monitoring of routine immunization activities to increase coverage
  • Provide technical support in planning and monitoring of integrated disease surveillance and response activities.

Required Qualifications
Education:

  • Essential: Degree in Medicine (MBBS, MBChB, MD)
  • Desirable: Postgraduate Degree in Public Health preferably in Epidemiology or other related public health fields

Experience:

  • Essential: Some years field experience in EPI activities after post graduate qualification in government or non-governmental organizations
  • Desirable: Experience in an international organization

  • WCO in addition to the support in data management, server management and other software components of the initiative, will now assume the responsibility of handling recharging of lines and phone management.
  • This involves managing 6,574 number of lines across 54 LGAs in 11 States.
  • This requires the establishment of help desk that would provide the national and field level support for successful implementation of AVADAR in the country as well as support reporter tracking and associated data management, telephone line billings and management/liaison and capacity building on mobile devices and application use.

Description of Duties

  • Under the overall guidance of the IVE Focal person and National M&E officer, and supervision of the AVADAR National Coordinator and Data manager will carry out the following specific task:
  • Serve as the first point of contact for mobile device related technical assistance over the phone and/or email.
  • Provide remote and onsite mobile device related support and determine appropriate action based on the issues/details provided.
  • Escalate unresolved technical/credit related issues to the next level.
  • Record events, requests and action taken in logs as appropriate.
  • Support daily SMS gateway management
  • Provide daily AVADAR/eIDSR/eSurv data management support in investigating, logging and follow up on invalid and duplicate server alerts/records.
  • Provide AVADAR/eIDSR/eSurv user management in enabling and disabling users, password management, etc.
  • Monitor reporting rates and track silent/defaulting reporters across all implementing States.
  • Support telephone line billings and management/Liaison with Telecoms (CUG/Airtime/Data plan, Sim replacement, etc)

The specific functions of the incumbent are:

  • Establish, maintain and up-date databases pertaining to EWARS/ IDSR and HeRAMS

  • Monitor alerts and produce daily alerts reports.
  • Track and obtain missing or incomplete data/reports and provide feedback to relevant levels.

  • Ensure that AVADAR SOPs are followed in LGA implementation sites
  • Conduct monitoring and supervisory visits to end user
  • Support the process of payment incentive for the notification of an AFP case that yields a polio virus
  • Support the quarterly review meeting of the project
  • Provide weekly/monthly report on the project including tracking information of the project indicators

Required Qualifications
Education:

  • Essential: Degree in Social or Health Sciences or Health related fields.
  • Desirable: Degree in Computer Science, Statistics, GIS or data management related field will be an added advantage.

Experience:

  • At least 4 years’ experience in health related data management - Essential
  • Experience in quality data collection, analysis, dissemination, and use of health information for program planning and management.  -Essential
  • Experience in database development. - Essential
  • Working knowledge of statistical application programs (EPI INFO, SPSS, STATA etc.) and mapping programs (HealthMapper, QGIS etc) - Essential
  • Relevant work experience in WHO/UN - Desirable
  • Resident in the state of assignment - Desirable
  • Ability to travel within the state and knowledge or previous work in these state would be an advantage - Desirable

Use of language skills:

  • Essential: Expert knowledge of  English.
  • Desirable: Knowledge of the local language.

Skills:

  • Basic knowledge of ICT, programming, mobile and web - based data technology
  • Ability to acquire sound knowledge of WHO rules, regulations and procedures. Demonstrated abilities for team-work.
  • Ability to establish and maintain good relations with people at various levels and of different background.
