Job Title: Logistics Coordinator (M/F)
Location: Maiduguri, Borno
Job Description
- Under the direct responsibility of the general coordinator, you will lead the development of the country programme logistics strategy and ensure its timely implementation.
- You provide logistics guidance, advice and support to all programme and field sites and the logistics staff in those locations as necessary or as requested.
- You ensure that MdM’s policies, systems and guidelines are implemented, used and adhered to.
Responsibilities
Logistics Coordination:
- Define and implement the logistic tools required to achieve the general objectives, in close collaboration with the general coordinator.
- Define and implement logistics process and ensures that everyone is trained and respecting these processes.
- Provide input on logistics matters to the coordination team for proposal and report writing.
- Ensure the good filling and follow-up of all the logistics tools for a good capitalization at mission level (Park state, purchase follow-up, donation follow-up…).
- Responsible for all communication related to logistic issues with the emergency unit logistic referent at HQ level.
Program Activities:
- Perform the role of technical adviser and take final responsibility for all logistical tasks of the mission.
- Responsible for the appropriate selection (in collaboration with the Referent Logistician in HQ), installation, use and maintenance of equipment across the following technical disciplines: Information Technology, Communications, Mechanics, Energy & Electricity, Cold Chain etc.
- Manage and supervise the rehabilitation of the health Centres (including waste management and infrastructure).
- Develop and maintain good network of contacts to facilitate emergency responses (customs, suppliers, other NGOs, etc.) and provide logistics support to any emergency responses as per needed.
- Support the medical team particularly on transportation: fleet management; contract with helicopters companies etc.
Procurement & Supply Chain:
- Ensure the overall supply chain management for the response in country (international & local purchases).
- In coordination with the finance coordinator, be in charge of the implementation, follow up and respect of MdM Logistics procedures (purchase, communication, stock management, fleet management, park status).
- Ensure active monitoring of the purchasing process including overseeing local customs clearance of imports, until delivery of the goods and the official handover of items against signature of receipt.
- Ensure systems mitigate risks from corruption and insecurity.
Team management:
- Responsible for the definition of the logistic department staff set up, and preparation of job description.
- Responsible for the line management of specified logistics staff in accordance with HR policies and procedures, including recruitment and performance management.
- Facilitate the communication within the logistics component of the team and between the different members of the team on logistics issues.
- Brief and debrief staff on logistical and technical aspects of the Mission.
Security:
- Participate in development, review, implementation, diffusion and monitoring of MdM’s security measures in-country.
- Ensure security briefing regarding movements and means of communication to all expat and national staff joining the mission.
- Ensure the safety of offices, guesthouses.
- Monitor the security context and any deterioration in this that could affect operations and provide guidance to teams/sites as required.
- Compiling all security incidents in MdM area of intervention received from General Coordinator and fills the security incident follow up.
Representation:
- Represent MdM with relevant external organisations and networks at national level and actively networking.
- Attend national Logistic or Security related external meetings (clusters, Humanitarian Forum sec meeting…) as per request by the General Coordinator (Monday and Thursday Logistic Cluster in ENCC).
Skills and Experience
- Experience in working in challenging environment.
- Experience in fleet management; management of different means of transportation
- Ability to work in emergency, to set up a logistical base and build up an operation,
- Ability to work quickly, under pressure, and with short deadlines,
- Experience in managing a large team and work in an international team (diplomacy is compulsory, but strong management also),
- Technical skills in : Security, supply chain, stock, team management, IT.
- Negotiation skills.
- Good writing and communication skills
- Excellent Organizational skills
- Knowledge of the country or of the region and/or logistic in an health organisation are assets
- Flexibility, Reactivity, anticipation, adaptability
- Ability to communicate effectively with informants and contacts from widely-varied organizations and agencies

- Languages: English mandatory (oral and written) and French a plus

Job Title: Drug Dispenser
Location: Damboa, Borno
Line Manager: Pharmacist
Line reports: Pharmacist
Length of contract: 6 months Possibility for extension: YES
Main Responsibilities
Under the supervision of the Pharmacist the Drug Dispenser (within Damboa team) will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:
- Respond to different crisis identified by MdM needs assessment (epidemic and/or sudden mass displacement of population) as part of the emergency team.
- Once a situation has been stabilized, the drug dispenser along with Damboa Medical team will be deployed to support the different MdM clinics within Damboa
Under the direction of the Field Coordinator, the drug dispenser is expected to:
- Participate in Rapid needs Assessment missions
- Respond to the health needs associated with population influx and communicable disease outbreak(s)
- Provide free of charge healthcare/dispensing of drugs to the affected populations with respect MdM mandates and principles
- Follow the various MdM guidelines (PHC, SRH, MHPSS, GBV and Nut) and seek support from superiors when needed
- Work closely with existing MdM teams and other partners in the area
- Make appropriate patient referrals to the specified health facilities
- Collect, computerize and analyze weekly pharmacy data
- Ensure the security of MdM properties and to keep his/her supervisor inform about the security situation
- Attend and report the required meetings
Once an emergency has stabilized:
- Under the supervision of the Pharmacist/Medical Supervisor of specified camp, and technically under PharmaCo, the Drug Dispenser will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:
- Stock management in link with mobile clinics
- Distribution of drugs during the mobile clinics
- Collection, computerization and analysis of pharmacy data
- Reporting and attendance to required meetings
- Supporting existing MdM healthcare teams during emergencies
- Filling personnel gaps where needed.
Tasks Description
Stock management in link with mobile clinics:
- Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM office
- Realize the pharmacy stock management (in/out) at the mobile clinic
- Calculate daily consumption for each item in order to anticipate any shortage
- Do a weekly physical inventory of mobile clinic pharmacy
- Prepare drugs orders to MdM central pharmacy with the assistance of the medical doctors and paramedics staff
Distribution of drugs during the mobile clinics:
- Give the drugs according to the medical prescription.
- Ask the medical doctor or the midwife to complete their prescription in case of incomplete information (dosage, duration…)
- Indicate the name, presentation and dosage of the drugs on the dispensing bag.
- Explain to the patient how to take the treatment and make sure that the explanations have been understood
- Explain the potential side effects of a drug to the patient
- Fill in the daily consumption form for each item
- Ensure patient confidentiality is respected and treat all the patients with respect and dignity.
Collection, computerization and analysis of weekly drugs consumption:
- Collect the daily mobile clinic consumption
- Participate to the weekly computerization and analysis of the drugs consumption
Reporting and attendance to different meetings:
- Prepare a weekly activities report to submit to the pharmacist and team leader
- Participate in a pro-active way to MdM internal meetings (medical, security…)
- Participate to all the trainings organized by MDM.
Others:
- Give suggestions to improve the functioning of MDM mobile clinics
- Participate to the loading and unloading of the vehicles and to the setting up of the mobile clinics
- Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services
- Responsible for the proper use and maintenance of assigned equipment
- Perform other additional duties on request of the team leader
- Inform immediately the security focal point in case of any security problem in the field
Profile Required

Job Title: Medical Supervisor
Location: Damboa
Line Report: Health Program Coordinator
Main Responsibilities
Under the supervision of the health Program Coordinator, the Medical Supervisor will be responsible for the following main activities:
- Supervise the day-to-day activities of one of MDMs field clinics
- Act as focal point for the clinic in the field
- Providing technical and operational support to mobile clinic staff and/or OTP staff
- Management and leadership of Clinic team
- Collection and analysis of health & pharmaceutical data
- Supporting the development of coherent project implementation strategy
- Reporting and attendance to different meetings
- Manage Community Health Workers
- Liaise with medical trainers to ensure the delivery of quality SRH, CMAM, PHC services to the target population
Tasks Description
Providing technical support to mobile clinic staff:
- Train MC staff on medical protocols including hygiene protocols
- Ensure use and respect of medical protocols through observation and supervision of medical and paramedics staff
- Implement regular on-the-job trainings and supportive supervision according to a weekly/monthly schedule
- Train and supervise CHW working in mobile clinic areas
- Establish mechanisms of providing regular weekly/monthly feedback on statistics and health activities to Clinic Staff
- Plan and implement thematic capacity building or specific trainings according to the identified needs for MC staff and/or OTP staff
- Participate in establishing/improving referral system
- Supervise drugs stock management in mobile clinics and OTP
- Work in close collaboration with the MDM medical trainers to ensure comprehensive on-the-job training for each of the specialities: SRH, PHC, EPI, Nutrition, LAB,
- Oversee and support the implementation of best practices introduced by trainers and HPC
Operational Management of Clinic team:
- Act as focal point for liaison with community leaders and representatives in clinic area of operation
- Lead on coordination with other actors, including UN, INGO and GoN, in clinic area of operation
- Provide regular, timely updates to Health Programme Coordinator
- Organize the weekly schedule of the Clinic team to ensure the smooth running of the activities
- Ensure that Clinic medical and paramedics staff respect their assigned tasks
- Provide strong leadership to ensure Clinic staff understand and work according to MdM principles
Collection and analysis of health & pharmaceutical data:
- Ensure the implementation of data collection protocols, working closely with the database officer and HPC
- Ensure accurate collection of MC/OTP data
- Monitor the drugs consumption by establishing/maintaining mechanisms of consumption record and inform the Health Program Coordinator and Pharmacist in case of any unusual consumption, or stock shortages
- Identify and rectify gaps or weaknesses in medical activities by using monitoring and supervision tools
- Ensure rapid communication of suspect communicable disease to HPC
Developing coherent project implementation strategy:
- Assist in preparing and implementing operational action plan for MC and/or OT component in collaboration with MdM coordination team
- Assist in the implementation of the project activities in collaboration with MdM coordination team
- Assist MdM Health Program Coordinator and MdM medical coordinator in preparing data collection tools as well as medical and paramedics protocols
Reporting and attendance to different meetings:
- Prepare a weekly activities report to submit to the Health Program Coordinator
- Compile epidemiological reports for inclusion in medical reports or any other relevant reports
- Support the pharmacist to compile drug consumption report per month
- Participate in a pro-active way to MdM internal meetings (medical, security…)
Others:
- Establish good relationship with the different stakeholders in order to have a smooth implementation of MdM project
- Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services
- Inform immediately the security focal point in case of any security problem in the field
- Perform other additional duties on request of the Health Program Coordinator and coordination team
- Because of the emergency relief nature of MDM’s work, working hours may be irregular and employees are expected to be flexible in their approach to working hours under emergency conditions.
- He/she works under the supervision of the health Program Coordinator.
- The employee shall respect Médecins du Monde - France’s schedule and Terms and Conditions of Engagement for National Staff and is expected to be available anytime in order to answer to an emergency situation and be flexible and available beyond normal working hours if requested.

Job Title: Finance Coordinator (M/F)
Location: Maiduguri, Borno
Tasks and Responsibilities
- Under the responsibility of the general coordinator, you will support the management of an approximate 3 million euros yearly budget involving two institutional donors (OFDA and GMOFA) funding the Nigeria mission.
More specifically, your responsibilities are to:
- Develop and implement the financial procedures and guidelines related to the mission
- Ensure internal financial procedures, systems, policies and controls are applied and complied with throughout the operations by all staff
- Prepare financial reports and donor budgets
- Monitor overall budget consumption according to donors’ constraints and update regularly the Budget Follow Up tool
- Supervise directly three national staff and have a functional link with the logistician/administrator based in Damboa
- Supervise the overall recruitment and training of the finance department staffs
- Ensure MdM compliance with tax laws and if necessary, improve the procedures and rules
- Ensure MdM Salary Payments are in line with Nigerian Labour and are completed in an accurate and timely manner, in coordination with the HR department
- Prepare, organise and supervise audits at field level, with the support of the headquarter
- Ensure a harmonized financial organization and ensure accurate documentation of all financial transactions
- Liaise with INGO finance directors incountry and actively participate in inter-agency coordination meetings
- Provide strong oversight and capacity building to local partner activities
- Ensure the proper archiving of the partners financial reports and accountancy
- Be responsible for the cash provision and safe management between the different programs/bases
- Ensure that payments are made in a timely and secure manner
- Be responsible for the soft accountancy of all sites for both accounting and donor allocation
- Coordinate the closure of monthly accountancy in coordination with the HQ
- Contribute to the country monthly report on the financial part
Skills and Experience Needed
- Experience of 4-5 years minimum in a similar position
- Experience in multi-donors’ budgets and multi-countries grants
