Scope of Work (SOW)
- This scope of work (SOW) sets forth the services to be provided by Consultant to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc.
- The objective of this billable short-term assignment is to serve as the e-Learning Consultant for the USAID Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) project. The e-Learning Consultant will coordinate access and participation on the Degreed InDepth platform for enhanced capacity and improved engagement.
- The Degreed platform is an e-learning and professional development platform utilized by staff in the organization.
- The Consultant will be expected to serve as the key champion and promoter of the platform by implementing creative ideas towards encouraging and motivating staff to actively engage on the platform.
- Additionally, the Consultant will also monitor trends and analyze both inputs and outputs derived from the platform.

- The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.
- The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program.
- GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain.
- All four task orders are implemented in Nigeria.
Principal Duties and Responsibilities (Essential Functions)
- Promote and create awareness on the opportunities Degreed provides through innovative and creative ways, which entails using internal communication tools, e.g. newsletters, posters, pop-ups, etc.
- Initiate and manage an effective Degreed referral culture among staff
- Facilitate staff enrollment and retention on Degreed InDepth platform
- Conduct needs analysis to identify internal training needs and make recommendations on resources and courses that could bridge this knowledge gap
- Employ innovative ways - including incentives - to reward and encourage staff to enroll for relevant courses and share relevant information on the platform
- Evaluate engagement on Degreed, track performance and provide feedback to management along with recommendations for improvements.
- Support internal communication packaging and dissemination including brochures, posters, etc.
- Copy writing and editing for publications e.g. newsletter
- Support internal surveys and polls
- Promote and encourage participation in other e-learning opportunities and webinars organized by HQ KMC
- Support implementation of the project’s Strategic Knowledge Management and Communications Plan.
- Carry out additional responsibilities as may be assigned.
Deliverables
The following milestone schedules are tied to these deliverable for the period of the assignment:

Job Qualifications
- 3 - 5 years' experience in managing and promoting e-Learning courses or digital media engagement
- Highly creative in promoting products and strategies
- Knowledge of digital trend monitoring and analysis
- Good organization and strong interpersonal communications skills
- Excellent verbal and written communication skill

Job Title: Field Logistics Consultant

- This scope of work (SOW) sets forth the services to be provided by a Field Logistics Consultant - Deliver & Return Team to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) in Nigeria.

Principal Duties and Responsibilities (Essential Functions)
The Field Logistics Consultant - Central, shall be responsible for the following functions:
Facility Level Replenishment and Reporting:
- Ensuring donor-procured health commodities “stock on-hand” within health facilities continuously falls within the min/max range established for each product by supporting the LMCU to:
- Maintain quarterly activity log for each state with clear timelines and outputs from task
- Facilitate financial request necessary for report collection, review and onward generation of last mile distribution order for HIV/AIDS, Malaria and Family Planning Programs
- Track all expense report and assist state teams in retirement of activity expenses
- Collate timesheets for assigned states, obtain approvals and onward submission to Human Resources
- Maintain log of monitoring and supportive visits conducted by state teams and transmit data collected to MIS team for data entry and further analysis
- Keep log of leave requests and update leave roaster
- Assist with collating state and LGA level family planning requisition issue and receipt form (RIRF) in accordance with the contraceptive logistics management systems (CLMS) SOP
- Support assessment activities (EUV, storage facilities, supply chain, LIAT, LSAT, etc.)
- Support the role out and implementation of an e-LMIS system (NAVISION)
- Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.
Facility Level Receiving:
- Collate LMD monitoring reports across all regions and log into SharePoint
- Assist with maintenance of a log of reported incidences relating to last mile logistics and their resolution status
- Communicate outcome of incidences to all stakeholders
Coordination and Governance:
- Collate monthly reports across all states and regions for all task orders
- Participate in periodic visits to the health facilities, by various departments of the GHSC-PSM team, to monitor implementation of supply chain activities that supports service delivery
- Support the documentation of all performance monitoring across the states on all task orders
- Participate in state and national level meetings as required
General:
- Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual
- Support achievement of the overall project goals as required to ensure project performance

Job Title: Maternal, Newborn and Child Health (MNCH) State Logistics Advisor
Locations: Bauchi, Kebbi and Sokoto States

- This scope of work (SOW) sets forth the services to be provided by the MNCH State Logistics Advisor – Health System Strengthening Team to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) in Nigeria.
Background
- The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world
- The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain.
- GHSC-PSM has been tasked by USAID to improve access to MNCH commodities in three States: Bauchi, Kebbi and Sokoto. GHSC-PSM will be coordinating its work with other USAID implementing partners tasked with other aspects of health systems strengthening in the three states. GHSC-PSM will also align its activities with the SMOH and work closely with the State Health authorities in support of strong supply system for MNCH commodities.
- The State Logistics Advisor will be expected to work with the State, IHP project office, Breakthrough Action and other key partners to coordinate and support the PSM of MNCH commodities in these priority State.
Principal Duties and Responsibilities (Essential Functions)
Specifically, the State Logistics Advisor will conduct the following:
- Strategically collaborate with IHP and Breakthrough Action to ensure cooperative and integrated approach to improving MNCH services in respective States
- Provide technical support and advocate for strategic planning, governance, financing & PSM coordination
- Advocate for the provision of high quality MNCH commodities and good MNCH logistics management practices with both government counterparts and implementing partners.
- In collaboration with the GoN Stakeholders, Implementing Partners, etc. in identifying and providing technical support for institutional and individual capacity building at the State level
- Facilitate the improvement of coordination role through technical working group, partners forum, quantification sub-committee and other core PSM activities
- Lead the pilot of targeted State-led interventions within focal States
- In collaboration with the State LMCU, carry out capacity development on specific supply chain interventions with measurable outcome as fall-outs of assessments
- Lead the system strengthening activities of logistics and supply chain management for the MNCH programs, in collaboration with all program stakeholders and partners at the State level in priority States
- Provide technical assistance for annual national and State-specific quantifications (forecasting and supply planning) of MNCH commodities, in collaboration with all program stakeholders and USAID partners
- Provide technical assistance for quality and timely MNCH data collection, analysis, reporting and feedback to facilitate data visibility and accountability in priority States
- Facilitate transfer of skills to appropriate logistics officers in implementing the MNCH commodities logistics system in supported States
- Provide technical assistance for the development of tools or in developing or revising standard operating procedures (SOPs) and other policy documents for MNCH program management at the State level
- In collaboration with GHSC-PSM office in Abuja, support the end-use verification and other routine or designated field assignment
- Provide technical assistance for the conduct of supportive supervision at the health facilities, in partnership with other USAID partners, state LMCU and MNCH program supply chain operators
- In priority States, lead on the roll-out of the outcomes of the HCD assessment by stakeholders
- Provide technical assistance for performance management of routine monitoring of routine SCM performance
- Write routine monthly, quarterly and annual reports for submission to relevant program stakeholders
- Contribute to the identification of best practices and success stories for GHSC-PSM circulation
- Work with designated consultants or short-term technical assistance providers to carry out requisite activities and facilitate transfer of skills to appropriate local staff
- Perform any other duties as assigned
Job Qualifications
- First Degree in Pharmacy, Public and/or Community Health, or Medical or Social Sciences field
- At least 5 years’ experience working in MNCH, Malaria, Reproductive health and/or logistics with extensive field experience in Northern Nigeria
- Good understanding of the Nigeria Health sector especially in the areas of MNCH as a developmental issue and attendant socio-economic implications
- Experience in Logistics management and ability to work with multi-disciplinary teams.
- Excellent written and verbal English and Hausa language skills. Hausa is a prerequisite and should be stated in the cover letter.
- Experience successfully working with multiple stakeholders at the State level of the public and private sectors to ensure timely project delivery
- Dynamic personality with initiative, flexibility, strong analytical and problem-solving skills
- Must have organizational and strong computer skills
- Ability to work both as part of a team and independently
