Job Title: Public Finance Specialist in Charge of the Harmonization of the PublicDept. Management Framework

Summary
- The Economic Community of West African States (ECOWAS) represented by the ECOWAS Commission within the framework of the execution of its 2018 budget intends to apply a portion of the budgeted funds to strengthen the Multilateral Surveillance Directorate by the engagement of a Public Finance Specialist in charge of the Harmonization of the Public Debt Management Framework.
- The main objective is to employ the services of a Consultant (Public Finance Expert in Public Debt management) to assess current strategies for and mechanism employed to member countries public debt management and to formulate and implement a strategy for the harmonization of national public debt management strategies and practices for the ECOWAS region.
- The -consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for a maximum period of six (6) months. The consultant is expected to be available in the ECOWAS office in Abuja full time. Duties and responsibilities of the consultant:
- Gathering and systematic review of all existing documents on public debt management in ECO WAS member States;
- Collation and review of all existing documents on the harmonization of Public Debt Management Framework in ECO WAS.
- Recommendation and harmonization of a framework for Public Debt management using the UEMOA documents on public debt management, among others, as working documents; This should include policies and procedures;
- Drafting of a Regulation on Public Debt Management in ECOWAS.
The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Educational Qualification
- Advanced degree in Law / Economics (minimum master’s degree) with specialization in Public Finance from a recognized/ reputable institution preferably with post graduate studies in at least one of the relevant field;
Experience:
- He or She should be a Specialist in Public Finance with at least 10 years of practical working experience in Public debt management.
- Must have undertaken at least one (1) similar assignment;
- Excellent report writing skills.
- Excellent computer and communication skills, including office software packages (MS Word, Excel, Power Point etc.).
Language:
- Must be fluent (reading, writing, speaking) in one of the ECO WAS official languages (French; English or Portuguese). The knowledge of any other of the three (3) languages would be an advantage.

Duties and Responsibilities
- Development CDP project promotion Strategy with planning tools to implement the strategy; Identification of and proactive outreach to major donors on their funding opportunities;
- Stakeholder mapping and maintenance of database on key stakeholders and potential Donors;
- Raising Donors and potential investors awareness proactively for financing the Priority Projects;
- Providing assistance in the mobilization of Partners and Investors towards the Roundtable.
Educational Qualification
- Advanced university degree (Master’s degree or equivalent) in Business, Economics, Public Relation and Marketing or related area.
Experience:
- He or She should be a Specialist in Project promotion with at least 10 years of practical working experience
- Working experience in the ECOWAS region;
- Must have executed at list one similar assignment;
- Effective and Strong networking capabilities in the field of financing
- Excellent computer and communication skills, including office software packages (MS Word, Excel, Power Point etc.).
Language:

Main Objective
- The main objective is to facilitate the creation of a database of prices of goods and services such as office equipment, computer equipment/consumables, office furniture, stationaries, and Works related items/services such as sanitary fittings, ceramic tiles, tiling/per square meter, door locks/cartridges, amongst others, to guide the Directorate of General Administration through the procurement process for such items..
Duties and Responsibilities of the Consultant Firm
- Visit reputable business concerns situated in Abuja and Lagos for the purpose of obtaining the prices of the items listed in the Terms of Reference based on approved technical specifications provided by the Commission/User/Technical Departments;
- Analyze the information (prices/specifications) in the course of the survey, and benchmark same with what obtains in similar international organizations.
Qualifications
The qualifications of the Consultant firm should include, among others:
- The prospective consultant firm shall be versed in conducting market study or survey for procurement processes as well as data collection, analysis and presentation, with good command of the English language, whilst the mastery or passable expertise in any of the ECOWAS languages will be an added advantage. The consultant firm shall be made up of a team which possess relevant industry experience and educational certification in the following areas of study:
- Head of team - With a minimum Master’s educational qualification in Procurement or Supply chain management / Economics / Statistics / Accounting / Marketing / Public or Business Administration or related field. Should have at least five years experience in field sales/marketing
- Building / Civil Engineer - With a minimum Master’s educational qualification in engineering or related field with at least three years working experience.
Selection Procedure
- The selection procedure will be selection of Consultant (firm) based on the Consultant’s Qualification and the selected Consultant firm will be invited to produce Technical and Financial Proposals which will serve as the basis for negotiation for the conclusion of the Contract Agreement. Please note that the selected consultant firm will be expected to submit all required reports in English or French.

Job Title: Consultant (Comprehensive Assessment of the ECOWAS Headquarter Building for Renovation)

Summary
- The ECOWAS Commission Headquarters building is a five (5) storey building with four (4) storey Conference wing, a Main Conference Hall, Five (5) Committee Rooms and two (2) VIP Rooms. There are fifty-five (55) toilets Rooms and seventy-seven (77) toilets. The building was constructed from 1985 to 1991 and was put into use from 1991 till date.
- It is in this perspective that the ECOWAS Commission is desirous to undertake a comprehensive assessment of the ECOWAS Headquarters Building at Asokoro, Abuja, Nigeria, for a complete renovation within a maximum of eight (8) weeks. The proposed renovation of the building is intended to provide maximum comfort, security and safety for its staff.
- The objective of the assessment is to prepare the architectural, civil engineering and electromechanical design including drawings, specifications, takeoff sheets and priced and unpriced bill of quantities (BOQ) for the Renovation of ECO WAS Headquarter Building.
- Undertake a non-destructive integrity assessment of the building;
- Identify the works that is needed to be carried out to improve the functionality of the Building;
- Prepare the take-off sheets of all works identified to be carried out;
- Identify areas in the building and surrounding that re-design or remodelling are needed in order to improve its functionality;
- Provide the estimated confidential cost (Priced and unpriced BOQ) of the works identified; and
- Provide architectural, civil, electrical, mechanical and external civil works of areas to be renovated.
Qualification
For the realization of the mission, the firm shall:
- Have an overall experience of at least ten (10)years’ experience in Building Construction assessment, providing architectural design and supervision;
- Have carried out successfully at least three (3) similar assignments (construction I Renovation) for an international organisation or a renowned public body during the last 10 years;
- Have working experience in at least 2 ECOWAS Countries in the past ten (10) years;
- Have the capacity to produce and provide the reports in English and French.
